From a user's profile (Administration → Professionals) you can turn each module's access on or off, beyond what their role brings.
There are two different locks: a module can be blocked by your plan (an upgrade unlocks it) or governed by the role (like Settings or Administration). Adjusting modules never changes the role or what you pay.
